Europe felt a moment of respite on Monday, as the diplomatic emergency caused by the presentation of a new comprehensive peace framework for achieving ceasefire appeared – briefly – to have been stabilised. A Washington representative spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Cycle of Diplomacy and Destruction
The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are fought: positive announcements are released from various governments. Immense energy is allocated on restraining particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the main instrument for achieving "resolution".
Nocturnal Warfare
As military strikes unfolded into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was revealed. Ukraine is capable of detecting missile launches from Russian territory, a capability provided through timely intelligence. From witness perspectives, defense planes that had been scrambled to counter approaching aerial threats roared overhead – modern combat jets delivered to Ukraine by Western partners.
Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, presumably delivered by partner states. Every launch shakes the surroundings, rattling buildings. The instant of fear quickly becomes sober acceptance: possibly the approaching threat won't hit its mark this time, sparing the city from ruin and further power outages.
Ongoing Risks
Not long after, a heavy machine gun opened up on a unmanned aircraft somewhere nearby, part of a mobile-fire group – most likely allied-provided weaponry. Sadly, the bullets missed the opposing UAV – it continued its flight toward its target.
Intermittently, this persisted until dawn. Kyiv greeted the daybreak reports: several casualties, destruction and heating outages in multiple buildings as a result of the evening attack. As typically, everyone still continued their routines – enduring hostilities. But those full day demonstrated Ukraine's essential dependence on Western support – a dependence that regional partners are clearly incapable to replace in the immediate future.
Failed Diplomacy
The 28-point plan from Washington provoked deep reactions, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.
Every new proposal from Washington follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with other European capitals, manages to fend off. They stabilise the situation but never actually secure success. This pattern will, undoubtedly, endure.
Tactical Assessments
It is convenient to criticize particular leaders of persistently promoting Kremlin's demands. But that does not seem to be the complete picture. Washington operates on a principle familiar among international relations experts: you cannot win at the negotiating table what you have failed to defend militarily. The White House assumes that it is impossible to compel Moscow to abandon the areas that it already controls in Ukraine's south or east.
The challenge is that while acknowledging this situation, Washington does nothing to discourage Russia, through statements or actions, from thinking that the status quo will not evolve additionally in its benefit in the near future.
Conflicting Perspectives
Therefore, Russian leadership is convinced that time is on his side – that Ukraine and its supporters are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be multiple initiatives to achieve ceasefire, but they will persist as long as Russia's leader remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, progressively conceding lives and land but averting a complete military breakdown until circumstances change in its benefit.
Present Conditions
Factually, there are no real preconditions for a armistice. Now, individual motivations are entering the equation: political desires to broker a ceasefire and achieve global acclaim, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the national cause against any proposal Kyiv finds unacceptable, so that their priority does not shift toward domestic problems. And although their mission will now be much harder after recent developments, it remains quite doubtful that this will alter their fundamental strategy.

It took a only one week to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by American leadership, pushback by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.
While new plans based on old ideas are forthcoming, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are rooted in Kremlin requirements and demonstrate certain reluctance to change the course of events, if they remain united and enhance their military capacity at a much faster pace. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, primarily depend on sustained allied backing.
